Helping a child to sleep after a sudden disruption?

Could you pls help me? I ask this question for my younger sister, who has been miserable for the last few days.

Her 17-month-old son has been very healthy with few problems so far. His sleeping is ok as he begins to feel sleepy after 7pm.

However, last week, my sister brought him to a friend's gathering and only came back home at 9pm. At that hour, the child was still lively without any sign of being sleepy. In the end, he went to sleep at around 10pm.
Since then he began to refuse to sleep early and it has been a constant struggle until after 10pm.

We suppose that his sleep cycle has been disrupted by that gathering. And now my sister feels miserable and guilty.

Is there anything we can do to get the child back to his normal, early sleep cycle?

Run him ragged during the day and don't let him have a daytime nap or shorten his daytime nap? It will knacker her too but will get him to sleep. Also does she drive? I used to take mine for a run in the car when all else failed.
