"Sims"-type computer game for an (earnest) 9yo?

ds, who's turning 9 in two weeks, has just come & given me his (rather jumbly) brief for his computer game idea - which seems to turn on selecting a deprived area of the world & raising funds, building hospitals & setting up schools. There's a piece of paper on the kitchen table with some spidery plans: eg you can choose to place your ads: on ITV4; in The Guardian; on the Tube; or in the Sun. A nurse costs more to fund than a science teacher; and literacy teachers appear to be a bargain.

So, on that snapshot - what "Sims"-type game do you recommend? (A friend of his has Theme Park World & that goes down well. So frivolous is prob. OK - we don't need to be entirely priggish.)

I love these types of games. If you find a good one which involves building hospitals and setting up school then let me know!

My favourite is Caesar 3 - you build up Roman settlements into cities and eventually become Caesar. Not sure if a 9 year old would like it though... (though nothing in it is actually unsuitable for that age group).

We like Theme Hospital and Hotel Giant.

I also like Anno 1602 where you sail and choose an Island, start by fishing & logging and eventually build villages then towns, that need pubs as well as churches, schools and Fire Brigades. You also have to build an army, learn to trade and war!
