DS has nearly grown out of his group 1 car seat and is only 22 months!

It says everywhere that they are supposed to last til 4 years but he is nearly out of the weight limit and is also nearly too tall. at only 22 months

What is the safest option if I have to move him to the stage 2 early?

We have one like the britax elite that is suitable from 9mths but turns into a booster seat. Both ds and dd1 can sit in it with the harness on. DS is tall 3yr old[looks closer to 5] but his weight is around 34lb.

That's a SN car seat though.
