strip woodchip or skim with plaster?

No strip it, hard job, but it will be well worth it.

Put some vinegar in the water or the steamer, don't why but it works.

Skim it, there is no saying the walls under it are sound and you may find it wants skimming anyway after all the hard work of getting the blasted stuff off in the first place!

Agree with Natalie but saw an ad for a new product which is easier to use than plaster - looks a bit like polyfilla but for coating whole wall over textured finishes. Should be in B&Q/Homebase?

Ah, plasterer told us he wouldnt skim over paper. We were skimming anyway and had some bits of wall with paper left on and he told us to take it all of 'properly' before he would do it.

yeah strip ..i would then skim or you may find its ok - fill bits and then line with heavy quality lining paper!
