Glass safety film

I am in the process of childproofing my house with a view to becoming a childminder and have a question about glass safety film.

I have two doors each with 15 glass panels in them. Do I have to put the safety film on both sides? I think yes, but of course that doubles the price!! I am only planning to put the film on the bottom three rows of glass which means that the glass 4 feet above the ground will not be covered.

Does this sound ok?

When i was becoming a childminder i was told that if the furniture or door was less than 10 years old it would have safety glass as standard fitted so no need to use safety film. On a cabinet where i wasnt sure about saftey i used see through plastic (like you cover books with) just on inside of door and it does the job!

Hmm, trouble is that I have no idea how old the doors are as they were in the house when we moved in so to be on the safe side I am just putting film on them anyway.
