tutor SEND child (18 yo) to pass min maths GCSE?

Asking for advice for a friend. Her son has dyscalculia and various problems (working memory etc). He failed to get the minimum maths GCSE they often require for jobs, etc - I think it is a 4? He did get it in English and has a bunch of other GCSEs. He is now at a trade college (where he is doing well) but he also keeps retaking maths GCSE (or their equivalent) and failing.

The friend is thinking of hiring a tutor, so there are two questions:
-is it likely to help or will it be just throwing the money away (anyone had any relevant experience?);
-how do you go about finding a maths tutor who specialises in adolescents who have difficulties with learning (friend's son does have a full ed psych report so that could help pinpointing the difficulties).

This is all happening in London, any advice and pointers would be greatly appreciated.

He should not be able to do functional skills instead

There are lots of SEN "friendly" tutors. It depends on how severe his dyscalculia is though. My DD has mild dyscalculia and a "normal" maths tutor who has taught dyslexic children works very well for us. The actual attention of a 1:1 in helping repeating the maths topics and going over them again and again until they are cemented in her long term memory is what's really helpful. She's not yet at GCSE level but we'll be keeping the tutor until she's sat them for sure. Hope this helps.

What about Tayberry tutors - their website mentions SEN provision. I haven't used them - but seem to get good feedback on here.
