Gcse funded years

Does anyone know for how many years a child can study for GCSE funded by government? Friend's daughter dropped out of various schools during gcse years. The latest college she was attending advised she will need to repeat the course for another 2 years due to poor attendance for various reasons. She is now 18 coming on 19.

For GCSE English Language and Maths, government funding continues for adults.
For other subjects I think the government funding stops for the school year after their 19th birthday, so it looks as if there will be 1 year of funding left.

Students who are 16, 17 or 18 on 31st August in the academic year prior to starting their course continue to be funded as 16-18 year olds for the entirety of the learning programme even if they turn 19 during the course. So if they were 16, 17 or 18 on 31st August 2021 and are starting a course this month they would be funded as 16-18 year olds for the whole course. Here are the 2021/22 funding rules.

Depending on the reasons for their poor attendance it may be worth applying for an EHCP which can secure funding up to 25.
