Two of my DC did their first work experience with local charities. DS worked with adults with learning difficulties and now has part time paid career job while at uni. DD was at women's aid for a week and what an incredible eye opening week that was for her.
Their friends were all over the place - cafes, hairdressers, local government, nurseries, schools, universities, the nearby observatory, golf club, advertising agencies, one was at Kwik fit.
It really doesn't need to be career based at 15, just some experience of going to work every day.

My ds did his work experience at our local library & he loved it. Ours is staffed partly with paid staff & partly with volunteers, he did help desk, filling shelves, helped with social groups for older people, coding club for primary age children, story time & art club for preschoolers. He is going to go back to do some voluntary work in the summer after his exams are over.

You don't need contacts.
Asking a business and providing them with a cv if they say yes is fine.
Dc1 worked at his primary school. Dc2 worked at a local cafe.
I've seen y10 work experience students at our local Nando's, Co-op and other shops. Every year our school publishes a page in the newsletter with a list of businesses that had kids for Work Experience. Maybe yours does the same?
