Is there a definition of 'strong progress' (KS2->GCSE)

My y10 DD's report has her Predicted Exam Grades (based on KS2, KS3, CATs, attitude & class tests).

For maths & English we have also been told 'a student from her KS2 starting point making strong progress would be expected to achieve X grade'.

Is there a definition of 'strong progress' e.g. top 25% of her prior attainment band nationally, or something like that?

I don't need to know, I'm just interested to know whether this is a made up school thing, or a made up national thing.

You know the answer! Made up.

They haven’t even figured out how they are going to measure progress from the new KS2 SATs yet.
