Clarification re "grouped multiple appeals" & parental questions

After the headteacher presents the school case to all parents at the outset of Stage 1, parental questions can then take place (albeit of a general nature).
IF the panel the decides to proceed to Stage 2, have I understood correctly that no further questions can be asked of the Headteacher at the Individual hearing?

Questions can be asked of the Admissions representative (which is sometimes the Head, sometimes another Governor, sometimes a rep from the local authority, depending on who the admissions authority is) at each stage.

Questions relating to the schools' general case should be addressed in the group stage. However, you can ask questions later if, say, something occurs to you that you didn't think of earlier. No decisions on any appeal will be taken until all the individual ones are heard, so there is no benefit to you to keeping general questions back. Ideally little or no time should be spent on general questions in individual appeals though, if possible.

You can of course ask questions relating to your individual case during your appeal.

You cannot ask them direct questions around the reasons quoted for the panel finding there was prejudice to the school in part 1 of the hearing. If however you think that there is something wrong with how you were treated in terms of not getting a place then you should in my opinion at least raise the issue in the first part of the hearing.
So if you feel that the distance measurement is wrong you should raise it in part 1 as a question to the chair of the panel and ask whether it should be considered in part 1 or in part 2. Most times the Chair will say raise it as part of your part 2 personal hearing but if your comment suddenly leads to others saying the same thing then if the Chair has any sense they will try to deal with it in part 1 as it could fundamentally change the position of the school and the level of prejudice to the school.
In theory at part 1, the school makes it case and you and the panel ask questions and then in part 2 you state your case and the school and the panel ask any relevant questions. However you can still ask for clarity from the school in your part 2 submissions. So for instance if you are saying that the school has a successful IT club your son wants to go to, then you could ask the headteacher to confirm that the club is popular but not more fundamental questions.
What kind of questions were you thinking of asking in part 2 of the headteacher?
