Are A level grades contextually adjusted?

Just that really

DB insists that they are and therefore unis should not make contextual offers.

Does anyone know if the A level grades awarded have been contextually adjusted?

I think some unis have made lower offers to some candidates for some time on a case-by-case basis. What's new is publishing criteria across a whole uni admissions system. I went to a uni on your list in the 1980s to study a STEM degree and they were adjusting (lowering) their offers then to increase the number of female students in subjects such as Physics and engineering.
Some unis also have schemes for local students as well - Wider Participation schemes. For these though attending a certain school and living in a low participation area may not be enough and there could be extra criteria e.g. parents are not graduates, looked after children etc.
DN was given a contextual offer by Newcastle so this could be added to your list.
