Regarding jump from Gcse to a level maths

Following the earlier thread and another now a while back which made me wonder about my daughter's previous a level maths plans. She had a target grade of a which I thought was achievable rather than inspirational working at a b grade. She really wanted to go on to do a level maths of which her school states you need to achieve a c or over at higher level. Meeting with teachers to discuss future plans we always stated she wanted to go on to a level maths with the response 'she's more than capable'. Shocked when she came out with a d grade last month, not even close to c grade boundary and now following a vocational pathway having put it behind her. Thinking now why didn't the school emphasise the jump to a level and why accept c grade students ? I would have hated watching her struggle for a year and get a U?

Most sixth forms wouldn't accept a student for A level Maths with only a grade C at GCSE.
dds school sixth from requires at least a B grade although in practice most pupils have A grades.
Grade D for AS is reasonable though - many students with C grades wouldn't achieve this.
