Strictly speaking I suppose you could home educate but what would be the point? The whole reason for further education at 16 is to prepare for Higher Education or entry into training or employment. The reason the government is requiring all 16 yr olds to be in some kind of education or training is to deal with the growing numbers of NEETS in this county - not in education, employment or training.
Further education colleges are therefore required to provide a range of courses at Level 1 and Level 2 which are suitable for students who haven't achieved GCSE standard at school. There should be plenty of options - but one important point is that all students regardless of course choice will be required to continue with maths and english alongside if they haven't already got a C. This can often be a surprise to students when they start their courses.

I don't think the changes have been very well publicised, I haven't had any info from my secondary school. I know things have changed just from the news and understand that under 18s have to be in education or training but I can see that not everyone might be aware of the changes.

Like others I'd be interested in what you thought your DD would do once she left sshool.

DS' school sixth form has places for everyone who wants to continue at school - but what you can study will depend on your GCSE results.

Also intrigued to know what OP's first plan was.

If your dd isn't keen to do more full-time study or training, another option is to get a job or do voluntary work for at least 20 hours a week. If she does this, then she only has to do part-time education or training alongside her work.
