LEA fined for failing to find a school place

Just seen this report and this has set me wondering.

Where I live virtually all the secondaries have converted to academies. If there are no LEA schools Who has the responsibility for finding school places? Could an LEA be fined if it has no schools?

Does anyone know?

the significant issue here is nothing to do with academies etc but the fact that this pupils had been permanently excluded twice from schools.
Under those circumstances the regulations around what schools and LAs can do is different and schools have more protection from having to admit pupils normally. The school can refuse to admit if the last permanent exclusion was less than two years previously but the LA are still responsible for providing full time education for the pupil and may need to use their powers of direction to access a school place or alternatively provide a place in a Pupil Referral Unit.
In this case the LA failed to do this for some reason.
When it comes to Academies the same admission rules apply, they are bound by the same regulations. The difference is that if the LA ask an Academy to admit the pupil (note they cannot direct them,like a community school) then the school can refuse and the LA can then appeal to the Secretary of State for Education.

THe issue you raise, though, creamteas , is just another of the many issues Gove has not thought through fully. Many of his 'ideas' are just not practical.

creamteas this is the issue that my LA will soon face. The vast majority of secondary schools have converted/planning to convert which leaves only 2 LA schools........once they are full then what is the next step?

AFAIK the LEA still advise academies of their PAN. They do other things too like sort transport and look after SEN in some way. Academies do still have links with the LEA.

Thanks for the info, I am well aware that Gove is doing his best to destabilise the education system.

As academies are also now in dispute as to whether they have to accept rulings by SEN Tribunals. So I think more and more kids are going to be in this position.
