Primary to Secondary transition Scotland - levels?

Just had our first information from secondary school for our new S1. They are apparently working at level 3.1 in all subjects except for English where they're at 2.2.
That's totally fine, I am not a tiger mom or anything, except that at primary in p6 and p7 we were consistently told that they were exceeding in all aspects of English. They read voraciously and have a very broad vocabulary, no issues with any aspect of English and were reported to be excelling across the board.

Was the p7 teacher just too easy to please? was our primary maybe a bit behind the others in the catchment? or has our DC somehow missed the mark with the work they've been doing in the first weeks of secondary? What do you reckon is most likely? I'm not worried at all, but I do feel a bit misled by the gushing primary reports.

On track to achieve 2nd level by the end of P7 is not exceeding though. It would have needed to achieved earlier in the year for that.

I wouldn't worry about the discrepancies between primary and the new teacher. It's not as if they're using a standardised test to pin point the level, it's a bit random. However I would expect to be at level 3 in S1 if I was a fluent, confident reader in P7.
It could be that they are learning a new skill and he's just at level 2 because of that.
If you're worried, just contact the school - you don't have to wait till December. But I'd focus on how they are doing now, not the change in levels from p7. For all you know, everyone in the class might have been given the same level as a starting point.

Does it only give one figure? Ours say "S1 target level," "working at" and then a column saying exceeding, meeting expectations or requires support." It can say annoying things like target =3.2, working level = 4.2 and only meeting expectations, so I wouldn't read too much into it in isolation. The first S1 report is essentially a baseline.

If there's nothing to say DC is struggling, then I'd probably assume it's a typo for now but keep an eye on it. Maybe they are easing the whole class in, revising P7 and it isn't personal to your child.

Update: school sent out a message from the pastoral person asking if we had any questions. I said quite casually “just wondering why he’s on level 2 for English”. Pastoral asked the teacher and it’s been amended up to 3.1.
No idea if it was a mistake or not but it’s now in line with all the other subjects and our expectations.

I commented after you initially posted OP. I'd not heard of this before but we've since been sent a similar type of information on our childrens' learning. I find it hard to gauge where DS is at compared to where he's meant to be at, even reading the 'guidance notes'. He read it though, seemed to know what it meant and was happy wirh his grading, so at least there's that.
I want to know how he's getting on and if he needs support in any areas. This doesn't give me enough information.
We have a parents evening soon, I'll ask more about it then if the very short allocated time slots allow.

It is all very subjective. I am a teacher in Scotland. Maybe phone pupil support and ask for clarification as they are below where they previously were and ask what it is based on? But with that being said, I also would not worry too much. Focus on lots of reading for pleasure at home.
