Rights to a 2nd Opinion under NHS Scotland?

I'd like a 2nd opinion on a matter & I'd like to know my rights?
My local Hospital were vague on this (Dept 'didn't know', medical records / legal 'didn't know', no Pals at the hospital, local CAB shut / rarely answer the phone).

The Consultant (who I'd also like to complain about & who says he will not see me again) seems determined to choose who I get a 2nd opinion from. I would like a fresh set of eyes from a different area entirely. Do I have the right to this?

I saw the Consultant in 2019. I'd had a series of ankle Ops over the last 5 years prior which had stopped being effective (so double crutches) He suggested a full ankle reconstruction, first one then the other. I agreed, waited, then Covid.
72 weeks wait' etc . Eventually I asked my GP to just refer me again from scratch.

That took 8m. I finally saw the Consultant in Jan. He waggled one ankle & said: 'not loose enough'. & closed his notebook. I asked him to look at NHS Xrays done in London in 2019 but he refused. He reluctantly agreed to an MRI. I was in the room less than 10 mins.
I saw him yesterday. He said: MRI no different to that in 2016. I asked if I could see it. He said he was 'rather busy'. I asked about my pain. He said 'speak to GP'. No offer of physio / support boot/brace. Nothing. I asked for a copy of my MRI. He told me to go to XRay Dept where they would give it to me on a disc. I did. They laughed & said they've not done that for years. I went back to Dept to let them know. Spoke to a very kind nurse who noticed I was in tears. I asked that someone could explain my MRI to me. Was told no-one avail & Consultant has referrred you to his colleague for a 2nd opinion. I don't want a 2nd opinion from his pal in a Dept I have no faith in. I'd like it out of area. I made an SAR when I was there but they nor legal could tell me if I can do this. There is no Pals in the building & my local CAB is mostly closed / don't answer the phone. GP no help.

Meantime, I'm still on crutches (supplied by NHS in 2019) & in a lot of pain.

Thanks @thedevilinablackdress that link is helpful that I have a right to a 2nd opinion, (vague about where the 2nd opinion can be tho !) but it's also helpful in that I should have had the MRI explained & been given time to ask Qu's etc.
