Parliaments are legislative bodies - they spend their time changing laws, all the time. They do this in mature democracies and immature democracies. That is how governments govern. In mature democracies they hold debates around the subject, they consider downsides, parliamentarians rebel against their parties to vote for or against bills they consider good or bad.
In immature democracies debate is stifled, opponents are told their opinions are not valid, parliamentary time is curtailed, committee witness are selected to predominantly support the government from government funded organisations, parliamentarians are heckled with shouts of ‘shame’ for meeting protestors, responses to consultations are not publish or are deemed ‘outwith the scope’, police are used to shut down public discussion, parliamentarians are required to pledge to never disagree with their party leadership, politicians are whipped through unpopular votes, parliamentarians claim they will be harmed if forced to sharing corridors with those with differing opinions, and the abuse of parliamentarians with differing opinions is never condemned.
