Does this always mean a drink problem?

1pm over the limit on a motorway? Would you conclude a drink problem? I feel it’s a bit simplistic

It doesn't mean someone is necessarily an alcoholic

It does mean they're disgustingly selfish and irresponsible

Probably a drink problem, yes. Because if that person didn't have a drink problem, they would have been able to say no to the drink that put them over the limit.
Also selfish and irresponsible.

I wouldn’t think so, no. It could be someone who stupidly went for lunch with friends and had 2 drinks (as frankly many people do).
