Pursuant to ....Notes....all matters in sub-paragraphs 2 and 3 being satisfied Application granted for Decree Absolute out of time.

It pretty much means that the decree absolute was applied for outside of the usual time constraints, but has been granted on the basis of evidence being given regarding why that was.

But I don't know if the application is granted or the decree absolute itself. I think it may be the application. Either way, I'd say get some clarification from your solicitor and they will be able to tell you what you need to prove (which is probably listed in sections 2 and 3).

Please note, I'm not a solicitor, I'm just reexplaining the language used.
