Double for newborn & 1.5yr old

DD will be 1.5yr by the time DC arrives. I would like a double that is not that pricey and also has parent-facing option.

I have 16 months between mine and wanted what you are looking for but didn't find it and went for a P&T in the end.
After having some trouble with my first single buggy I wanted to buy new for my double because I wanted a warranty with it, so that ruled out ebay for me.
The ones that had a parent facing option were very expensive. I really liked the iCandy ones if I remember but they were ££££. I also loved the look of the Baby Jogger City Select but again, new they were just to much money. I don't know if they have come down in price at all since then??
I was a bit concerned about the P&T and not being able to see them and the one in the back not really having much of a view but having borrowed a friends' BJ City Select whilst away I don't think there is very much difference for the one in the back. Though the BJ City Select is much more stylish I just couldn't justify the extra hundreds it would have cost us.
I love the P&T, I can look down directly on the back seat so I can always see if they are ok and because the front seat is quite low I can easily see them too. I bought the car seat attachment and had the baby on the top in her car seat sometimes and the older one in the back seat, it worked very well. Otherwise I had the baby lying flat and the older one in the front seat.
Hope you find what you want but if you can't give the P&T a look even if you at first rule it out.

Yeah, I was shocked at the prices really. I found that the base prices seemed high but then all the add ons like footmuff, raincover - all of which you'll need 2 of - make them very, very pricey.

The First Wheels is very wide too, but it's fairly cheap on EBay, but not great.
Have a look at the Kidz Kargo Duelette. I am.testing one at present and it seems very good.

How much? and how much for footmuffs etc?

Twinkle Is it a decent quality? I thought KidzKargo had pretty bad reviews for their buggies for being poor quality and generally falling apart a bit.

If you buy used, you can save a lot of money. And do keep in mind that if you buy a buggy that's a bit more pricey (even used) but is popular, then it's likely to keep it's value on resale...

I was worried about the reputation of Kidz Kargo - enough to speak to the designer who loaned me a Duellette to review for a couple of weeks because I wasn't prepared to buy one. But having used it, I think it looks pretty good compared to other pushchairs I have seen this year. I have certainly had some that are worse, all of which cost more money. However I can't speak for long term but apart from a bit of flex in the frame (with a LOT of child weight on board) I thought it felt pretty solid. If I wanted a tandem for children from 6 months old (and from January you can put a Britax car seat on) then I would definitely now pay my £300 and buy a Duellette. The seating configurations are the best I have seen on such a neat tandem. The seat fabrics are lovely. My photos are on here under tandems or there is a link on the RH side. it was certainly easy to push fully loaded and although the build quality isn't top notch, I think in some ways it's better than the Baby Jogger City Select. Kidz Kargo seem to be trying hard to rise their reputation and are reacting well to feedback. I was impressed to be honest.

BTW I agree with Elk - if you buy wisely it's very possible to not lose money on the resale of a pushchair and several times I have actually made a profit. Buying better brands means this is more likely. I see pushchairs as a rental.
