Putting an offer in on new build before finished?

I was wondering if anyone can offer any advice? We live in a beautiful village at the moment which we would love to stay in long term. We have just sold our very small terrace as we are expecting another baby and have run out of room. Larger houses very rarely come up for sale and there are none for sale at the moment.

There is however a house being built on the street below mine. It is not part of a development but has been built on a piece of land in between two houses. It has everything we need for the long term e.g. 3 beds, ensuite, family bathroom, kitchen - diner, large living room, utility, study, large garden, cloakroom, potential to extend.It is a lovely original design but in keeping with the village and will probably get snapped up once finished

I have contacted the builder who has told me the house will be for sale and it is within our price range. However, work seems to be progressing very slowly and they originally told me it would be finished by early summer but it is no way near finished.

Anyway, in my position what would you do? Should I ask the builder if he would be interested in selling the house privately? We have a mortgage and a 25% deposit so are in a good position but would want the house finished within an agreed date? How would I go about this?

Any advice appreciated!

Does the builder own the house, or is he building it for the owner?

Do you know of the builder? What is his professional reputation? Is he experienced and respected?
