electric underfloor heating and not sure if insulated - what to expect?

We're looking at buying a house where the owner just renovated (bought it to do up and sell so did on the cheap) and put underfloor heating in the large open-plan kitchen-diner-living area. apparently it's electric, and it's not clear whether he insulated underneath it but I suspect not. Flooring above it is laminate. are there likely to be issues with this? are we going to end up with sky high electric bills? no experience of underfloor at all so I am not too sure what to expect.

In a lot of ways it depends upon what is below it

If it is soil, not great
If a lump on concrete then not so bad depending upon how thick it is - it would act as a heat store
If a void it would be a nightmare

Laminate is OK (ish) but tiles would be better tbh

hi mizzan you must have insulation below your underfloor heating or you will get sky high bills also electric is not the best option , could be a bodge artist.
