Do check your lease - there should be a clause (usually under 'tenants' responsibilities') about the freeholder having access to the property. It may be that you have to allow them access to undertake maintenance if they have given you a certain period of notice as part of your leasehold obligations.

The £45 sounds OTT though - if it isn't specifically stated in the lease then I'd challenge them on that one..

They are entitled to access for legitimate reasons, but should give reasonable notice. I wouldn't say that 7 days is sufficient. So certainly not reasonable to impose a £45 charge.

Refer to your tenancy agreement!
