Insulating a freezing cold room

Live in an old house and have recently moved my w. machine down to our dampproofed cellar to make way in ex-utility room for me to have a proper office.
Except it's about minus 3 in there today and has become a glorified dumping ground/additional fridge space.
Former owners found a well when they were doing renovations which they cleverly covered with toughened glass - it looks cool and indeed is very cool.
Currently the window is undressed so can obviously fix that.
Radiator is q small and ineffective
But there are also 2 external walls and a brick floor- do I need to get carpet to warm it up? Have just spent a fortune on finishing the brick floor.
Grateful for any advice you've got on this as we're a bit stumped.

We have a similar problem in our Edwardian house. My dad recently recommended this insulating lining paper to me:

PS: Yes, I think that a carpet would help. If you don't want to lose the lovely brick floor why nto get a rug (Ikea do large ones) and then if the room gets too warm in summer you can just take it up.

I guess it is quite an old house, since it's got a well.

English Heritage's booklet may be some help:

But if the walls are fairly thin, and the floor is laid directly on the earth, it is going to be cold.

Depending on how old the house is and what the walls are made of, I might be a bit wary of the insulating wallpaper - I can imagine that in an older house, it might cause damp problems in the walls.

We find that there's a big difference between standing on carpet and standing on bricks, so a rug will help, and so will very thick lined curtains.
