We are in the throws of buying a house that we would like to extend. Do we have to wait until we complete before we can apply?

In my area, I think you have to have completed and then something like 4-6 weeks have to elapse before you can apply. That's how it was for my mum 2yrs ago. Don't know if different councils run things differently?

No - but you would need the permission (signature) of the current owner & it would cost you even if the sale fell apart

Also think you are very brave to do this before moving in and living there and knowing how space works for you, feel of the rooms, light etc

You don't need to own the house to apply. However, you will need to serve a certificate with the application saying that you don't own the land and that you have given notice to the current owner. The owner is entitled to object as are any neighbours etc. You don't actually need the current owner to agree to it under the current planning legislation. (sorry planning/construction solicitor so it is kind of my thing)

While you can do this, it is worth waiting until you do own the house because it costs money to submit an application. If the sale falls through and planning permission is granted, the owner will have the benefit of the application at no cost to himself. You can't recover your money and won't be able to actually do the building.

For a residential extension, an application shouldn't take longer than 8 weeks with the current govt targets so worth hanging on if you can.
