Is it normal to be charged more for a higher Home Report?

Estate agent says house likely worth 190K. Home Report will be £660 (inc VAT) for valuation up to & including £200K. A free 'walk though' is arranged. I'm verbally told 'probably 200k'. An appt has been made for Mon. I'm billed £780 by Surveyors (in advance). when I query this I'm told: 'house will value at 200k' so next price band for HR. Despite this, EA says market at 185k. Is this weird?

I guess I could now ask EA to put house on at o/o 190K if HR values at 200k. If I get it then the extra £120 on the HR price is well worth it. Even if I only end up with 185k but get a quick sale from a keen bargain hunter buyer in the current market I guess it's worth £120. But I am a bit put off that I was simply billed more then got a 2 line email stating this is the price for that valuation. HR are a rip off.

More people will see it in their searches if it's on at offers over £185k I guess. But among all the costs of moving house, I really could not get worked up about an extra £120 for the home report.

@DidntLikeTheEnding Ok: I just wasn't thrilled that I was told one price then charged another (no explanation until I asked). It's still the thick end of a grand and I'd quite like to feel that the estate agent isn't going to whack me with other unexpected charges at this point. I also asked what happens if I don't sell & was told there would be a fee (in addition to marketing fees) if I didn't accept 'a reasonable offer'. What is reasonable? Over the o/o price I guess? Unclear.

How many estste agents have been out to visit your house and advise what they would market it at?
I'm not sure I understand why you are having the Home report done? Is it for official valuation purposes linked to insurance, probate or selling due to divorce etc?

It’s a legal requirement in Scotland for the seller to get the home report done, it means buyers don’t have to pay for loads of surveys for houses they don’t eventually buy.

Oh I see, apologies I didnt realise you were in Scotland. And that process of getting the report done first makes total sense.
Can you get something in writing from the agent clarifying the fees/potential fee changes etc so there aren't any nasty surprises? Or perhaps see if a different agent is any different with regards to if you dont sell?

Sorry I should have said I am in Scotland!
It's good for buyers here but less so for sellers as the HR is expensive & needs updating every 3m.
