Studio floor that is garage standard? Reinforced concrete - can I cover?

I am debating replacing my large jerry built garage at the foot of our garden with a garden room with a loo and shower on the same footprint. But my DH is convinced that future buyers may wish to revert its use to a garage- there is no off street parking on our road. So I thought I would build the garden room with a concrete floor to garage strength spec. But how would I make it a comfy and insulated space? Could I cover it easily and warmly? If it’s impossible I will likely just go for pure garden room but if it’s straightforward to include it, I would like to do so. Thank you

Many floors in the ground floor of houses are concrete,
with carpet or other flooring on top. You can cover them in whatever you want.

thank you. We are in an Edwardian house so used to sprung /creaky floorboards. That sounds more straight forward than I had imagined.

You can insulate with PIR boards over the concrete floor.

My house has concrete floor at the back but floorboards at the front, I've put quarry tiles down on the concrete one, I'd have thought a tiled floor could easily be used as a garage if necessary🤔

There are specific weight bearing requirements for a garage I think (from a brief google). I can do that, but then worried about the cold rising. But the PP’s suggestion of PIR boards seems very reversible.

My whole house has a concrete base but there is a damp proof course that a garage might not have. Do you need building regs or planning permission op? This (plus a decent chat with a planner/builder) would give you an idea of the requirements.

We have a mixture of carpet, tiles and laminate flooring.

Will need planning as despite replacing a garage on the same footprint, we are in a conservation article 4 area so everything is a mighty hassle.
I am due to call the architect and structural engineer soon so will ask them, but it’s often easier to have something to suggest even if it isn’t quite right, so this was very useful to me.
