Do I need PP or BR to convert part of the garage, and put a new door into the hall?

I'm not sure about planning, but you will need building regs, there are different insulation requirements for habitable rooms.

We've recently enquired about a complete garage conversion and have been told by the council planners that we don't need PP, just building regs. They turn up, glance round, and charge a couple of hundred quid for the trouble!!

You can usually get an informal chat with a planning officer at your local council to check. We converted a garage back to a habitable room ( it had been previously converted the other way if you can believe that!) and needed full planning but I think ours was a fairly unusual case.

Possibly, as I think rooms classed as habitable have to have ventilation. For bathrooms without windows that means a fan - not sure what it would mean in your case. I'm not an expert though. There is some really good advice on this at the Government's planning site, which we used a lot. The back of our garage was converted into a utility by previous owners, it too was integral but the new door was off the back of the kitchen.

Be aware that they don't allow you to "step down" into the garage so make sure the flooring levels are sorted. (this was why my mate couldn't convert hers)

Prev owners just needed building regs no planning as it is a part conversion so they only nicked about 5ft off the back of the garage.

We have just converted our garage. You need BR but not PP. The BR person will come around and discuss your plans beforehand, then come back at specific stages of the build. They are only really interested that you have not cut corners with insulation, floors are level (as already stated) and doors are fitted correctly (open the right way) from a health and safety point of view. You have to inform them within five days that the job is completed, but they haven't been back to inspect the finished result.
