Just looking at legal pack for a property and in it there's a court document that says the property can not be sold for less than £100k
Never seen that before.

The case is between the council and someone with the same surname as the couple who owned it in the title.

If the order names the local authority then this may be because there’s a Deferred Payment Agreement relating to e.g. care fees and they are preventing an undervalue sale or one which would not allow them to recoup what’s owed. If it’s something like this then it won’t affect the transaction from your end or going forward.

Homeowner with limited income and no savings can also get council loans to make their home 'habitable' (things like new roof, new kitchen, new bathroom, damp proofing, new windows, new insulation, new heating systems etc...) if they are falling into disrepair the owner cannot afford to fix but that are effecting the quality of life. These do not need to be paid back until you sell the property so it could be stuff like that too.
