Steel saw by builders on public cul de sac

Just over the property line , unattended and with power. Circular saw for cutting paving slabs. There are 5 children under 8 living in neighbouring houses. ( Luckily not playing out ATM). Is this breaking any H&S laws etc. Builders cutting paving stones then disappearing into back garden leaving the saw UNATTENDED!

Take photos and report to health and safety executive. (HSE). Do you know what the building company is called?

Take photographs but also go and tell them to move it to a safer place away from small kids - also under 8’s shouldn’t be outside unattended by adults either

If children can't be trusted not to enter other people's property and touch their belongings, they shouldn't be left unsupervised!

Circular saws have a safety cut off on them you can't just pick it up and turn it on, you have to know how. And they are heavy. Surely kids under 8, who are currently not outside anyway, would be supervised by an adult if they were outside? I don't think there's an issue here.
If kids were out and unsupervised then I suspect the builders would be less likely to leave their stuff out.

why seek to blame others when your risk assessment has identified that the best risk mitigation response is to supervise the children.
Kids of that age out the front of a property should never be unsupervised anyway... only takes seconds to run into a road, are you suggesting that no traffic may pass your house?

Around here you’re more likely to see it nicked pronto. I’m genuinely surprised the builders are leaving it unattended.

Law requires as low as reasonably practicable.

Crucially though, as a sensible adult, if you think it’s a risk you go and talk to them. Not as on Mumsnet.

Builders leaving tools at the front of the house while working at the back (especially garden landscapers) is really common and I can't immediately see a major issue.
Power tools have an interlock which prevents them starting just by pressing a button or trigger and blades are usually covered by a guard (although it is difficult to know exactly what tool you are referring to).

A photo would paint a far clearer picture but at the mo, I am with most PP's that young children should not be unsupervised when near a road (even a CDS).
