Is it acceptable to just get on with it when you’re well aware that the neighbour has no intention of spending any money maintaining her property?
I’ve lived there for four years and in that time she has done precisely zero despite the front garden wall falling down
Her Ivy bush sprawling over my garden and bringing my fence down
I’ve just cracked on with these things paid for them and every time I bring people in to do them, I just get a mouthful of abuse
Which is why I’m no longer engaging with her

not sure what your question is?
clearly you are getting on with it,
the fact you have a neighbour dispute is unrelated to needing to do maintenance on it or that it is terraced.
their lack of their own maintenance is irrelevant (unless you are looking for shared costs - if there is anything applicable).

I’m also planning to do the death trap of a chimney at some stage, Just re-pointing it and making it safe no doubt she’ll whine her tits off about that as well

so was it subject to a Party Wall agreement?
repointing a chimney stack will involve "accessing" the neighbour's side and roof space, so yes, they do have the right to complain about you doing so without agreement.
