They woke me up at 4am this morning. They have weird sleeping patterns, no carpets and no indoor voices. I could hear Mrs Upstairs talking through my headphones (I was listening to music to try and drown them out) and they have a table and chairs they move around at stupid times. Also two dogs that bark and howl (the big one) or yap and whine (the little one) all the damn time. I've had four hours sleep and now I'm being snappy with DS (10 months old.) who is miserable today because they woke him up too. I had a minor operation on my head yesterday and I'm supposed to be taking it easy(ish.) In comparison, they apparently never hear anything I'm doing. But then I am fairly quiet anyway. I can't afford soundproofing, but I'd have thought them being loud enough to be heard through my music is just ridiculous anyway.

What you can do very much depends on your/their living situation.
Are the flats rented or owned?
If rented, are they the same landlord?
Have you talked to them?
Can you record the noise?
Have you kept a diary?

Are you sure they're allowed dogs? Most flats don't allow them. And most flats also don't allow hard floors, due to noise. So if they aren't then you could use these as an excuse to come down hard on them with the leaseholder... But it depends if you want to try to keep it friendly or not.

@Givemethesun No, they're purpose built flats, sometime between 1950-65 when I looked it up. They're ex council and currently owned by a housing association.

@makingthecut Rented from the same housing association. I find them a bit intimidating, from what I've seen/heard of them. So don't want to approach them myself. (Had a leak coming from their flat into mine so I phoned the HA who then phoned them, Mrs Upstairs then spent ages swearing about it and stomping around.)

@blankittyblank Pets are allowed, but I don't think they're allowed two dogs and a cat. (Never hear the cat, forgot about that.) But the pets never go out, which can't be nice in a small two bedroom flat with no balcony.
