hi, i need some guidance on what to do here.

the situation is outlined below, but i dont want to go to the police yet as i dont want this on file for my property. i have been in contact with the housing trust and they said they will write a warning letter, i dont know if this will be enough and bit worried about what to do. i am a single woman living alone.

Documented Incidents:
The following behaviours have been occurring repeatedly over the past few weeks and has hit a crescendo:

  1. Indecent exposure: The neighbour regularly appears unclothed at his back window, which directly overlooks my garden. This creates an uncomfortable and potentially illegal situation.
  2. Persistent surveillance: When I am in my garden, he positions himself at the window and stares directly at me for extended periods (I am doing work at the end of the garden, and he will watch for these periods). Despite my obvious discomfort, he refuses to stop this intrusive behaviour or move away from the window. I returned home tonight and he was at the front window staring down at me.
  3. Verbal harassment: He frequently shouts down at me from his window, asking persistent questions and attempting to engage me in conversation or talk at me. I have clearly requested that he stop this behaviour, but he continues to ignore my requests.
  4. Persistent shouting: He will also just shout from the window at any point.
  5. Other neighbours are affected: My upstairs top flat neighbour is also having issues, as she can hear the shouting through her window.

i should also add i have video evidence of him shouting down at me, which i provided to the housing trust

I think you need to be more specific in your examples here. Him trying to engage you in conversation, or looking out of his window don’t sound unreasonable?

Is he just naked in his bedroom and you can see when you look in, or is he displaying himself to you.

report the indecent exposure to the police. they will take it from there.

If you're not reporting it to the police because you're worried about declaring a dispute when you sell, that horse bolted the minute you complained to the housing trust. So you might as well go ahead and report the creep to the police.

He's looking out of his window staring directly at me, watching me the whole time.`
Engaging me in conversation is shouting down at me, and not stopping when I've asked him to. Asking me questions and repeating them over and over again when I don't respond and when I ask him to stop.
It is definitely targeted behavior.

It sounds as if this man could possibly be mentally unstable? Has he been your neighbour for sometime or is he new? His behaviour sounds strange, which made me think that perhaps he could have something wrong with him.

^ Yes. Reporting to police is the correct action, but be ready to exercise some tolerance and understanding should it be the case that the perp. has mental health issues.

My former neighbour followed me shouting abuse on foot and in his car, spat on my baby, set fire to my doorstep with lighter fluid, waited for us in his window every day and came out and shouted at us, blocked our cars in for days at a time. And much more.

And the police suggested mediation.

The CPS wouldn’t prosecute him. We had loads of evidence, videos and him yelling his head off on 999 calls. Nothing was ever done.

Same as all those women who get stalked. He would have to actually murder you for someone to take any notice. Nobody is going to be interested in him looking out of a window and shouting at you. It’s not fair but that’s the reality in my experience.

Will they? Won’t they just advise him to get some blinds.

People are allowed to be naked in their own homes. I don’t know if there is a law saying you have to have window coverings.

My next door neighbour regularly makes threats on my life whilst holding the chosen "weapon", threatens to damage my property (and has done on occasion), laughs about and comments on my appearance, makes plan to destroy my business.

The police tell me it isn't harassment, they are allowed to speak in their own garden and I should just not listen...

From his point of view, he's just in his bedroom after taking a shower. Or he looks out of his window, sees a neighbour and wants to chat. It's hardly criminal is it?

Unless he is standing in the window, waving his manhood or hurling abuse at you, I think the most any police officer will do is advise him to buy some net curtains.

My ex-neighbour used to hurl rubbish and weeds into my garden, scream at me through the wall if my alarm clock went off, and threaten to "do me one dark night". The police had a word with him, and advised me to install cctv so I had evidence.

I moved.

Of course you can be naked in your home. However, you still can’t expose yourself to other people.

He’s in his house. And she didn’t even say he ‘exposed himself’. She said he regularly appears unclothed in the window, or something like that.

I am not saying it’s a great situation, but the police are not going to tell him he has to be clothed in his own home.

And yes, the Police can and will if genitalia is on display.
