How can I keep this open window secure?

So this window. Ground floor new build home. ( Well 7 years old) Opens outwards. (The pane on the left opens)
H will be moving into this room ( mobility issues). He has to have a window open at night, but it's really not secure to just leave it open. It opens on to the road. There's no point saying it has to stay shut as that isn't an option.

Am I going to have to have the whole thing replaced so I can have a window with one of those little windows that open just at the top so no one can just pull it wide and climb through? Is there a better solution? I've not really thought about it before so no clue!

You get a window lock for it that allows it to be open about 3 inches. Hotels use them and care homes.

is it not possible to open it 2/3 inches and lock it? Sorry you've prob tried this, buy most newish windows you can do this.

Air vents would be more secure. It’s not beyond a determined youth to climb through even small, high up windows, unless they’re extremely tiny and even a locked , slightly open window is easier to force open than a closed one.

Google 'Locklatch'. I came across these when I was looking for something to keep the window open but secure for the cat.

Thanks all. After much trawling, I've ordered this https://www.screwfix.com/p/jackloc-the-titan-window-restrictor-white-100mm/182hw www.screwfix.com/p/jackloc-the-titan-window-restrictor-white-100mm/182hw]]]] which is supposed to be a little bit more secure than the bog standard window restrictors (and that appears to be reflected in the price!)
