Damp on external wall?

The whole base of that section of the house is wet to the touch, we have what looks like rotting skirting boards near our back doors
I can't check the internal wall inside the house for damp as it's directly next to our boiler and kitchen cupboards

If there isn’t an internal drain in that area then you need a leak detective. It might be a leak from the boiler/pipes to the boiler as it’s in that area.
I follow the leak detective on TikTok, the damage that can be caused by a long term small leak is unreal!

How old is the house? And can you please add pictures of the guttering and any pipework in the wall above this area please.
Also as others have said, a pic showing the ground level, compared with the door/internal floor level would be helpful.
Most common issues are long term leaky gutter or something breaching the damp proof course. I suspect it could be high ground level combined with that external render below the sticky out bit.
