Tale of Two Flats

Hello mumsnetters, I have been lurking in these threads reading the advice you have been kindly dishing out to others about buying a home, and I am now in a position where I am hoping for some advice about my own situation from those of you with the property nous that I lack!

In short, I am a first time buyer, buying alone, and have been looking in the Crystal Palace/Penge/Anerley area for about 5 months. My budget is £350-375k. I am looking for a top floor, purpose built (can’t deal with the noise in converted buildings) low-mid rise building with some greenery around it, with not huge service charge, long lease, not more than 15 mins walk to a station and some shops. I work in Victoria so aiming to be close to Penge East as this seems to be the fast(ish) train. I have found two properties that seem to fit the bill, considering offering on one, but they are quite different in price and I’m not sure why? Here they are:

This one is on Anerley Park – on at £330k. For me, the best located of the two as closer to Penge East and West, right near Crystal Palace Park, and a short walk to Penge High Street. It ticks all my requirements, except that when I visited I didn’t get a great feeling for the place, it felt quite cold and unhomely, plus it is overlooked by another building on one side, the train line runs directly behind the bedroom, and the service charge is high (relatively) at £2,400 p.a. I’m worried that the service charge would increase over time and become unaffordable. The lease is a good length, 148 years. It is 620 sq foot. Its leasehold.

This one is on Maple Road – on at £375-400k (guide price). This felt really homely and bright to me when I viewed, had a good vibe (if that counts for anything), I just had a good feeling about it. As with the other flat, it ticks all my requirements, other than the fact that it is a) a little further away from Penge High Street shops and the Penge stations, and b) at the very top end of my budget, which I am concerned about. The service charge is negligible (£60 per month) because the other 5 flats are share of freehold and do everything themselves (they hire a cleaner and gardener, but organise it all themselves). I could buy a share of the freehold for this flat, currently the only leasehold flat in the building, later on, though of course that would be expensive, but its an option. The lease is 193 years. Its 713 sq foot.

Flat 1 is more practical as its closer to stations and cheaper, though I have concerns as outlined above. It has been on the market since 5 December, not sure why as another flat in the same building sold quickly. Flat 2 is more of an emotional thing, I really liked it when I viewed, but it is a lot pricier which even with a lower service charge would make my outgoings higher.

I would be grateful for any advice you might have about how to make this decision! And if you can figure out why one is more expensive...

Both are lovely (can't comment on prices at all as nowhere near the area).

My preference would be flat 2 - smaller block overall, and given they all share the freehold I'd wager they are on the whole more reliably nicer to live amongst.

I love that there are balcony doors on the lounge too, letting some outside in.

How long do you expect to live there? Under 3-5years whilst saving to move then flat 1, or more long term flat 2 in smaller block looks more appealing

Thanks everyone. Neither have lifts. Hoping to stay at least 5 years as moving is so stressful! But no firm plans currently about timeframe.

2 just on the service charge alone I wouldn’t consider 1 at all but 2 sounds ideal .
otherwise keep looking :)

Looking at the area a few properties have been reduced. I think the service charge on 1 is too high and whilst flat 2 is nicer it's too expensive.

How much have flats gone up by in the last few years as lots near me have barely changed.

Flat 2. There will be a reason for the big difference in price. I don't know the area but where I am an area can go from dodgy and wouldn't go out alone after dark to lovely and quiet suburbia within a few streets and the house prices reflect that.

I’d go for flat 2 as you like it much more, it’s going to be your home. Who want to come home to somewhere they don’t like.

the train would put me off flat 1 &’nonoutdior space

I would personally rather have a little bit higher mortgage with small service charges than lower mortgage and high service charges. I prefer flat 2 plus kitchen and bathroom both look in better condition .

very hard to do that in the current climate. I don't think we have even seen the true fallout of our economic woes yet but if you can stay a long time that helps.

A flat with share of freehold is always much better.

although I would say £60pm is low- where is the sink fund for big ticket repairs and maintenance of the decade etc frequency?

flat 2 is slightly larger and has a better layout with living space on one side and bedrooms the other

also has a balcony which means a small amount of private outdoor space which is nice

there's also the potential for the freehold

if it's in budget then go for it- flat 1 is nice but if you don't really like it then what's the point?

If it’s going to be your home rather than a stepping stone go for flat 2. We bought at top of our budget 10yrs ago having previously made no money on the prior house. I was very nervous but it was to be our long term home and it has been a great investment and home

Can you meet the neighbours? I like the way flat 2 seems to actually use the garden, and the balcony is nice. But a lot depends on the community. It sounds like you may have to pay into their fund for the cleaner etc, which will be like a service charge.

I would definitely go with Flat 2. The service charge on Flat 1 is a big worry.

Flat 2 is nice and the garden area looks good with the balcony. The lease is longer, the square footage is much bigger. Maple Road is fine.

So I went back today to see Flat 2 in the daylight (previously viewed after work so it was dark), walked around the immediate area. I didn't love it. It's maybe 10 minutes away from the part of Penge/Crystal Palace I really like. A little bit further from the train station I would be using to get to work than I thought. I still love the flat. But not sure about that immediate area. I feel like I should feel more certain about making an offer if its at the top end of my budget? Or is the flat itself the most important thing - lots of light, green space, two beds, big square footage, low service charge, possibility to buy share of freehold? I just can't shake a slightly negative feeling about that exact location.

From your latest update only you can decide. Property purchases are always full of compromises. You have to work out which ones you are prepared to make.

It might not be the property for you. But the actual flat is good.
However I would strongly advise you not to go for the other flat with the current service charge of over £2k in that location. However you odds it, it adds £200 monthly extra to mortgage commitment at today’s service fee. In future years that could change significantly and I’m sorry but the area simply doesn’t warrant it. What I mean by that is for a future sale and that service charge people will think they could increase their monthly mortgage and be in say Crystal Palace or Beckenham.

Is flat 1 ex council stock hence cheaper price? I would advice that you steer clear of any flats that are higher than second floor as lots of fire regulations and when selling lots of questions about cladding. With share of freehold you if the other share holders agree you can grant yourself lease extensions to 999 years. Be wary of £60 month service charges as what is in the pot for any capital works. You could be shelling out big time if a roof needed replacing if the flat is getting older. You would have to split costs with the other owners. Although nice for views the top floor flat is hard going for carrying shopping as you get older and can put off older buyers.

Thanks all for your advice. I have decided not to pursue either flat - the first because of the high service charge and the second because its not exactly the right location. I will keep looking!

Wow that is a great location! Unfortunately I’m looking for a purpose built flat not a conversion due to noise sensitivity. I’ve lived in conversions before and could hear everything through walls and floorboards so trying to minimise that possibility!
