Neighbour installed laminate against lease,causing structural damage/ extreme noise

I’m really hoping someone can help. My upstairs neighbour installed laminate flooring throughout their whole house, even though in the tenancy it clearly states “we will not give you permission to lay laminate/wooden flooring if you live in a flat”… & in the noise complaints handbook states “if your neighbour has a problem due to you laying laminate/wooden flooring you will need to remove it and lay carpet”. Regardless of this, and the fact they are LARGE people…they decided to lay laminate EVERYWHERE. To say the least our sleep is destroyed(woken up multiple times a night), we can even hear them at talking levels of noise now, we have had multiple items come off shelves, our door are cracking all from the top down the outside of the frame (coming off the wall), our livingroom wall now MOVES! The noise is so bad that even blasting my tv cannot drown it out, my dog is literally terrified and my niece can no longer stay at the house because she is “scared of the bad fireworks”… she is 2 years old. My trouble is said neighbour is very VERY close with our housing officer, therefor I’m worried that trying to resolve this will only sour relationships & get us no where, but surely the housing officer has to act if this is literally destroying our lives and house? It is also worth noting when they previously had carpet we heard next to nothing, which proves the laminate was the turning point, and also shows we never had any issue with normal living noise before they broke the very clear rules that are set out for this exact reason. I am just looking for advice on how I can deal with this because I literally no longer want to live in my own home. I have anxiety and existing sleep issues & even my doctor has noted this has severely impacted this. I guess I am wondering what I can do if the officer refuses to act?

Doors cracking, door frames coming away from the wall and your living room wall physically moving is NOT caused by the neighbours laying laminate upstairs.

If all of that is actually happening you need to take urgent action to get a structural survey (or report to the landlord).

I’m going insane with upstairs neighbours like my mental health has suffered so much since they moved in and I know they have carpet cause I seen the carpet people laying it before these idiots moved in. Constant banging around stomping up and down the tapping noises. Im literally at the end of my tether with it all now I can cope with general noise but these put there washing machine on at 3am heard hoover at 11pm sounds like using a blender at 1:30am iv recorded so much of what I can on my phone it’s beyond a joke. I’m usually so chilled and quiet myself I don’t even recognise myself anymore with the stress it’s causing me. I reported few weeks ago and still nothing was done and now the gardens resembling a junk yard with rubbish. My mental health was getting better at one point and now I have gone 🦇 💩 crazy.
