Planning permission/Regs - double glazed sashes in Brighton

I plan on getting double glazed sashes installed in my flat in Brighton. I've been advised that as I'm not changing the frames, I will not need planning permission.

The building I'm in is not listed and I own the flat.

I think I might need the work to be reviewed and a Building Reg certificate to be issued afterwards however?

Has anyone done this before and can share their experience please?

As flats don't benefit from permitted development rights, you will need planning permission (full planning permission, fee the same as the householder fee though) to make a material change to the windows. This includes changes to frame materials, glazing patterns, including single glazing to double glazing.
I can't advise on building regs, but you'll need to contact them separately.

Are you in a conservation area? They would require permission for window changes

Properties in conservation areas also require planning permission to make material changes to windows, but in this case, because it is a flat, whether or not it is in a con area doesn't matter, it will still require it.

yes it's good to know, I'm replacing like for like and it's a rear flat as well so I think I'll be ok
