Survey points to decaying felt

Hello, our survey came back with the picture of decaying and cracked felt under the roof and recommends replacing. Talked to the surveyor, he said that roof is not leaking now but will be an expense of around 10K in the coming 2-3 years or sooner. Attaching picture of the felt. Is it bad? Should we be talking to vendor to take off the price.

I'd accept that as routine maintenance, nothing to negotiate over, if not leaking now.

House is in probate and originally from 1930. Not maintained to a high standard

It isn't bad yet, but will degrade further with time. It's right for the surveyor to point it out as a future maintenance requirement. A 1930's house is certain to need ongoing repair. The buyer should understand that. If you priced it a bit optimistically it might be fair to make a "contribution" toward that particular issue. I would, but I'd be starting at a 5k gesture.

Rooves don't need to be felted. Felt is like a belt and braces thing. The roof shouldn't leak even without the felt unless tile has slipped.
I would have a good chuckle if I was selling and someone tried to negotiate money off for old roof felt.

I would say it is obvious that a 1930 house will need its roof done sooner or later...

It is just ongoing maintenance.

I bought a 1930 house last year and have been saving hard since that because I expect the roof will need work at some point simply due to its age.

Unfortunately these are the 'joys' of buying older houses.
