Party Wall Agreement Help

We are in a semi detached property
Our new neighbours have just put in planning permission for a two storey side extension (won't really affect us as on the other side of the house) and a single storey rear extension spanning the width of the house at the back (which will affect us)

We currently have a single storey rear extension (doesn't span the width of the back of the house - it's about half) but our extension is built on the party wall. This was done before we moved in - I can't find any info on when this was done, how deep foundations are etc...

We are going to comment on the plans because they plan to extend beyond out current extension by 1.5 meters and will block our light - although we don't have an objection to them coming out as far as we are.

My question is do we need a party wall agreement? We don't know if they plan to build up to the extension or leave a gap (hard to see on the plans) but if they leave a minimal gap how do we replace our flat roof and what happens with drainage - the last thing we then want is to get damp. We would also want to see the state our wall is currently in and if it is in a good state before they build against it.

I would also appreciate clarification around the 3 meter rule - yes they are excavating within 3 meters of our property but do the need PWA if they are only going as deep as our foundations?

The plans also show they plan to demolish the wall either side of their front door (there is also a porch) so assume to open this space up - our front doors are adjacent.

I assume we don't mention the need for a PWA on the planning application and wait for building control to start reviewing everything.
