Council flat leak

Hi all, I need a bit of advice. I moved into my council flat a few months ago, and the kitchen and bathroom have had leaks nearly every other week. Puddles in the kitchen water all over the counter and floor. The bathroom has now developed damp and moud due to the leak. I have managed to place the electric appliances on the other side of the kitchen but have had my electric cooker fitted in. I have had numerous callouts after I have called repairs. The leaks have not been repaired as the council has said it's the bathing habits of the tenants above that are causing the leak. I have reached 2nd stage of the complaint, and now they have said they can't do anything as its sorted they have spoken to the above tenants.
Today, I walked into a big puddle in the kitchen.
What action can I take? I am scared that if water gets into the electrics, it will cause damage or even worse. Can someone give me advice on what to do? I'm going out of my mind. Thank you, and sorry for the long post.

Are you sure they definitely spoke to upstairs? Maybe give them a knock incase they don't know.

Carry in with your complaint

have you contacted environmental health send photos of the damp it's caused and any wet damage and puddles etc. Go over the top and say obvious things like if it continues the ceiling will collapse. And also the heath concerns of mould and damp. Also that there's a risk of electric shock if water should get into electrics...

Tell them as your landlord they have a duty to make sure your home is safe .
