Advice re overgrown garden next door

My mum owns a semi-detached property which has been rented out for several years but which is now empty and about to go on the market. However we have noticed the garden next door is extremely overgrown, and have discovered the owner moved out during Covid and went to live with family and never returned. Apparently her children check on the property 'every so often' but it looks in a bad state and the garden is completely overgrown and has a very large tree that encrouches on my mums garden, slightly blocks the view/light and has roots that are in our garden. My mum is very concerned it will put people off purchasing her property or decrease offer prices. Does anyone know where we stand or what we do? Time is slightly of the essence but we thought of putting a note through the door although we are not sure it will be seen any time soon or acted upon. Do they have to act on it? Or perhaps do we contact the council? Many thanks in advance for any advice.

You could report it to environmental health if there are concerns about rats/rubbish

Otherwise try a note through the door. Would you be willing to strim it down if they live far away but give you permission?
Not that you have to, but might be the quickest fix...

You can cut back any tree canopy overhanging the garden, but that is about it. You can't make them change it just because it is not to your taste. If you ask them if you can get the overgrowth cleared at your mum's expense they might agree.

Unfortunately it will put some people off buying. I have a terrace house and when house hunting made sure I thoroughly checked the roof and garden of every adjoining property to the ones I was looking at. One semi detached place I viewed had a terrible roof on the kitchen extension next door, so I wouldn't have put in an offer.
