We’re buying a property with a driveway leading to the property this drive way has a garage from a neighboring property that if they park there potentially blocks us from accessing our land thanks in advance

It means

(1) there is a covenant on the land that means you can't carry on an offensive noisy or noxious trade on the property which could be a nuisance to the neighbours; and

(2) the people you are buying it off have a mortgage that they entered into on Valentines Day 2020.

It’s a Victorian era inspired clause designed to stop the riff-raff from moving into the area. See attached.

(from The Victorian and Edwardian House Manual).
