Drying out damp walls

Hello, a flat I own has 2 v damp walls due to water penetrating from above. The freeholder has done work to fix this and now I need to dry it out before letting it again/selling. I’ve hired a construction-site type humidifier. I’m concerned that quite a lot of damp is sitting in the plaster, which will have to be removed and replaced anyway because blown. Would it be a good idea to hack off the damp plaster (it has a masonry substrate, not plasterboard) to speed up the drying process?

If it is blown then yes, it would speed things up and plaster will need redoing anyway.
