Basement leasehold flat

Lease says you must have carpets in hall and lounge and walls to be painted every 4 years

All leases say you have to repaint, nobody pays attention. Carpets in flats are to stop sound carrying downstairs. I assume they cannot be bothered to change the standard wording for a basement flat because it takes effort. What’s the problem?

Depends on the age of the building and the quality of the build. Some Early Victorian/Georgian houses were shockingly cheaply built on spec, I lived in one that did not have a damp proof course and the back wall was basically made of building waste cemented together. More modern builds will have a DPC as standard because of building regs.

Get a proper survey done on it

Then possibly no dpc, you would need to ask the surveyor to specifically look if you cannot see evidence of one yourself.
