What tradesman do I need?

I'm considering upgrading my kitchen and would really like to move the washing machine from the back wall to the under stairs cupboard. I'm not entirely sure this is possible but I'd like to get someone round to see if it is do-able as it would free up a good bit of space in the kitchen.

Who do I need to come and look at it? Builder? Plumber?

Plumber

I'd be thinking 50/50 between plumber and kitchen installer (if you appoint one who can do plumbing) - depending if your kitchen upgrade will involve repositioning sink/dishwasher in which case you can get the works done at the same time. If it's just the washing machine only to move then I'd likely get a plumber to do it/advise on it before the kitchen work starts.

I would have thought an experienced handyperson could do it on the caveat that the drainage needs to be simple enough to be within their experience. Otherwise I agree with kitchen fitter or in the end a plumber but their rates might be higher.

Just make sure when you are speaking to the plumber that you have a clear and simple plan for accessing any pipe work going forward and isolating the water supply.

The benefit of having a washing machine in the kitchen is it's usually right next to sink pipe work and drainage, short hoses, limited joins, water resistant flooring etc.

Under the stairs, you'll need to track pipe work from the nearest water supply, at each of those joins you have a future potential leak, you'll need to be able to access the pipes to find and fix the leak. You'll then need pipe work to drain the water out of the machine, and it's the same issue in reverse. You want to make sure you have isolator valves to turn the supply off to those pipes without having to turn the whole house supply off.
