i am a bit fed up of seeing my next door neighbour through my side kitchen window. Im thinking of replacing the top panel with a frosted glass panel or one of those bumpy clear glass panels. What do you think of this idea , are there any other solutions

Get some stick on privacy film from Amazon for a tenner. Job done.

Raise the fence if it's yours and not 2m already, or plant a small tree.

I would put up a thin roman blind. The fabric could be a heavy voile or similar, so light would get in but it would be low enough to stop you seeing your neighbour.

If you went with the privacy film, you can cheaply change it if you get bored of it or want to change your colour scheme etc. same for a blind. Quick and cheap.
if you have the funds and can have a higher fence with some pretty climbing plants, then that’s a more expensive option - and you need to wait for the plants to grow.

Another one saying privacy film. Cheap, easy to stick on and job done!

ok thanks i have never heard of these privacy screens . it seems they come with patterns and some with stained glass designs as well. I guess all of these would do the job ?

Yes, and they are available all over - amazon and dunelm for example. Get the NON sticky back plastic one. It is much easier to apply and (if you want) to remove the ones which are static cling where you spray the window with water, apply the privacy film and then squeegee the film to the window which removes both water and any air pockets and creases. Very satisfying to do!
