Filling in chipped paint... With what?

I've been trying to research how to fill in chips like these on the skirting board. I don't want to strip them because that's more work than it's worth it to me. Some places mentioned some kind of two part filler but it never seems to cover exactly what I need it for! We're having new carpeting laid so it's the best time to do it.

I'd give the area a really good sanding and see if you can smooth the dips out, then they may not need filling, just a good primer and topcoat.

If they aren’t deep gouges then just sand down and repaint.
I can’t tell if it’s gloss or satinwood but I’d be wary of glossing before new carpet, gloss needs a long time to fully harden and could well be scraped off by new carpet fitting. Satinwood is much more forgiving and can easily have multiple coats quickly.

when painting up to carpet edging I always use deep masking tape plus a heavy board to press the carpet away.

Agree that will probably sand out no problem, primer undercoat on the bare wood then paint, or rather touch up.

How much do I need to worry about lead if I'm sanding? House is 1935ish and it's very clear that the paint has never been stripped.

You can get wood filler paste it on, sand it down and then paint.

For that amount of sanding, presuming you’re just doing the bit that’s chipped, no. It’s about a 20 second job.

If you’re worried, just wear a mask and have your hoover to hand to get rid of the dust straight away.
