Electric Heating 2 bed flat

Hi,
I've read a lot today and loved it however it has electric heating and I will be a sole buyer. I keep seeing mixed opinions of electric heating online. Some people say it's very expensive but people say it's very cost-efficient.
It's a 2nd floor flat, EPC rating B. It seems that quite a lot of flats I am viewing actually have electric heating I have looked at maybe in the future fitting a heat pump but I'm not sure if you can do that in a flat?
I work from home as well.

How new is the flat? I think that's quite important. We had a big 3 bed in a converted Victorian hospital, 12 ft ceilings and wooden double glazed windows. We had electric heating and it was ok, but we did struggle to get the place really toasty. If you're buying a more modest place that is newer and purpose build, I think you'll be fine.

It was built in 2008 so fairly new

I'd just go for it. Like you say, lots of new flats are built with electric heating in mind. You could always change them to a wifi connected thermostat linked system im future but I don't think a heat pump will be an option in a flat unfortunately.
