Loft stairs headroom issues

I'm in the process of getting a mezzanine floor completed in the loft space to create a bigger bedroom. The stairs to the loft bedroom will start in the smaller bedroom below, however, there may be a problem getting building control approval due to the stairs being obstructed by a bulkhead at the top where the dormer starts; see attached photos.
Just wondering if anyone has had issues achieving the recommended head height for their loft stairs and what this meant with regards to getting final approval from building control? All the works in the loft have been completed to the structural engineers and architects designs.

Your architect should have designed for building regs. What do they say?

We had to lower the ceiling to make sure that the head height of the attic space was enough. But that happened first.
As others have said the architect should have taken head height into account with the plans

Yes, we've had the ceiling lowered as well to get the height in the loft. The builder has suggested a side winder staircase which will open into the dormer so that should resolve the stair head height issue. It's the bulkhead that's caused the issue.
